President Bola Tinubu has signed the new National Identity Management Commission (NIMC) Act of 2026 into law, ushering in a new era for Nigeria’s digital identity system.
The new act, which replaces the NIMC Act of 2007, is designed to strengthen the management of the National Identification Number (NIN), improve the protection of citizens’ personal data, combat identity fraud, and make it easier for Nigerians to access government and private-sector services.
As the country moves towards a more unified and technology-driven identity system, here are five important things every Nigerian should know about the new law and what it means for the future.
Here are 5 important things you should know about the newly signed National Identity Management Commission (NIMC) Act 2026 and what it means for you.
1. Your NIN Becomes Your Primary National Identity
The new law reinforces the National Identification Number (NIN) as Nigeria’s single, foundational identity credential. The goal is “One Person, One Identity,” meaning your NIN will increasingly be used to verify your identity across government agencies, banks, telecom companies, healthcare, education, and other public and private services.
There is also the introduction of the NIMC General Multipurpose Card as a versatile identity credential for nationwide identity verification under the theme “One Card, Multiple Possibilities.”
What this means for you:
- Your NIN will become even more important.
- Expect it to be required for more government and private-sector services.
- Keeping your NIN details accurate and up to date will become increasingly essential.
2. Stronger Protection for Your Personal Data
One of the biggest improvements is stronger data privacy protections. The Act aligns Nigeria’s identity system with the Nigeria Data Protection Commission framework and international privacy standards, introducing stricter safeguards for how your personal information is collected, stored, and shared.
What this means for you:
- Better legal protection for your biometric and personal information.
- Organizations handling your identity data will face tougher compliance requirements.
- There are now stronger penalties for unauthorized access or misuse of identity information.
3. Identity Fraud Will Attract Tougher Penalties
The new act significantly attracts tougher penalties for identity-related offenses and fraud. Individuals involved in identity fraud, impersonation, unauthorized access to identity records, or related crimes can face severe fines and prison sentences, including up to five years’ imprisonment for certain offenses.
What this means for you:
- Greater protection against identity theft.
- More accountability for anyone who fraudulently uses another person’s identity.
- Increased confidence in digital transactions.
4. Faster and Easier Access to Government and Financial Services
The Act empowers NIMC to serve as the country’s trusted digital identity authority, enabling government agencies and authorized private organizations to securely verify identities through an integrated system rather than maintaining disconnected databases.
What this means for you:
- Faster passport applications.
- Easier bank account opening and Know Your Customer (KYC) verification.
- Less duplication of biometric registration.
- More seamless access to government benefits and digital services.
5. Nigeria Is Moving Toward a Fully Digital Identity System
The legislation gives NIMC expanded responsibilities over Nigeria’s digital identity infrastructure, including serving as the country’s Root Certification Authority for Nigeria’s National Public Key Infrastructure (PKI) and Digital Public Infrastructure (DPI) for secure digital authentication. It also provides legal backing for a multipurpose national identity card that could support identification, payments, and access to public services.
What this means for you:
- More government services are likely to become digital.
- Online transactions should become more secure.
- A future where one identity credential can be used across multiple services is now much closer.
